The E3 Program

The E3 Program in Australia seeks to inform and implement requirements in relation to the MEPS or minimum extreme green energy efficiency requirements and mandatory energy rating labels that are now an inherent part of appliance purchase in Australia.

The program began in 1993 when it was realised that various activities in relation to power consumption by appliances needed a national and co-ordinated approach. Initially the program only referred to refrigerators and freezers which were viewed as the main offenders of CFC production.  Since then, the program has expanded its application to many appliances and has also been adopted by New Zealand as a meaningful strategy in the fight against greenhouse gas emissions.

The E3 now reports back to the Energy Efficiency Working Group and to the Ministerial Council on Energy. The basis for inclusion of new appliances depends on the community benefit that will arise if a particular appliance becomes part of the program.

Market intervention in the form of labeling

Most of you will be familiar with it. You walk into a major retail or appliance store and nearly every appliance is labelled in the corner with a large yellow star rated sticker that tells you how much energy the appliance uses. This system is actually viewed as “the world best regulatory target” and Australia needs to be extremely proud of this system. It informs, educates and safeguards the environment against the possibility of excessive energy use when more energy efficient Environmental Cleaning product alternatives may be available.

The CSIRO recently published their long awaited Climate Change book, Climate Change: Science and Solutions for Australia. The publication provides fresh and up to date information on the latest scientific findings on many climate change topics relevant to Australia and the rest of the world. “Climate change research over many years shows links between human activities and warming of the atmosphere and oceans. This warming has caused changes to the climate system, such as changes in rain and wind patterns and reductions in Antarctic sea ice.”

But what are the real implications for agriculture. How does the agricultural sector successfully adapt to climate change here in Australia, given we are already a continent of vast extreme green and weather variations, which are only going to become more pronounced?

Agriculture and changing conditions

Dr. Chris Stokes and Dr. Mark Howden know all about agriculture and climate change. It’s one of their specialist research areas. Both academics maintain that “helping agriculture adapt to climate change involves helping communities to understand why adaptation is needed.” Education is key and Australians from the agricultural sector need to understand that new flexible, risk-based approaches will help, along with a simple adoption of already existing best practice management strategies and good natural resource management approaches. Radical and aggressive measures and changes to operations may not always be required, but there still is a national imperative to equip Australian agriculture to be prepared to adapt to climate change and use Environmentally Friendly Liquids.

The sector, including fishing and forestry already copes with a harsh environment, and producers may in fact be well placed and already adept at continually managing their practices to deal with extreme conditions. Collaboration is the key

The authors however, point out that proper adaptation cannot be left to farmers and agriculturists or even governments alone. “Everyone involved in the food industry, including policy makers, research and development providers, enterprise managers, politicians and farmers can contribute to solutions by working in collaboration. For example, Governments can ensure that water and drought policies accord with successful farm adaptation and do not impede it.”  It is this collaborative approach that will ensure successful and timely adaptation occurs with minimal bureaucratic obstruction and red tape.

Mining ban sparks environmental debate

A piece of wilderness in the north of South Australiahas been declared out of bounds for mining. The landmark decision to protect Arkaroola from mining has been a costly blow for explorer Marathon Resources but has been applauded by the green revolution.


After years of debate the unique Arkaroola Wilderness Sanctuary in South Australia’s Flinders Ranges has been declared a mining-free zone.


Premier Mike Rann made the announcement on July 24 and won widespread community support for the environmental stance, although concerns have been raised about potential compensation costs.


Mining company Marathon Resources and its legal team have entered discussions with the State Government after investing heavily in mining exploration in the area. Shares in the junior explorer fell after the mining ban was announced.


Marathon was granted an exploration license for the uranium-rich area this year, after being banned for dumping waste in 2008. It had been preparing to start drilling in what it has described as the ‘fifth-biggest undeveloped uranium deposit in Australia’.


Walking the tightrope


The Arkaroola ban has highlighted the balancing act involved in exploiting the nation’s rich natural resources while protecting vulnerable and unique environments.


Australian mining companies are widely regarded as world-leaders in establishing best practice mining.


The industry has a code of practice governing site restoration, air emissions, contamination, water and hazardous materials management. Compensation talks continue but for the South Australian community support for the mining ban remains high – it appears the public wants a line to be drawn in the sand. Some areas just shouldn’t be touched.

The problem is so significant Australia wide, that the New South Wales government has even issued a detailed publication on graffiti for use by local government, planners and designers.
